The Business Instalment Loan page states a limit of HK$7.8 million and a term of up to 60 months without tangible assets. It also says limited companies require personal guarantees from major shareholders, and applicants generally need at least three years of operation.
A public limit is a ceiling or example, not a promise. The legal facility, approved amount, rate, security and conditions arrive only after credit assessment.

The tradeoff behind the headline
A high headline ceiling can pull a borrower toward the wrong structure. A company that repeatedly borrows and repays for stock may be better served by an overdraft or trade line than a five-year loan whose principal arrives once and amortises every month.
Ask which approval conditions remain after an indicative decision. Account opening, updated accounts, a valuation, guarantees or security documentation can change both timing and total cost.
